Operate small commercial vessels safely within restricted limits
Perform all necessary skipper functions on vessels under 12m, including carrying up to 19 passengers and operation within both inshore and enclosed waters.
Apply maritime navigation and compliance skills
Demonstrate navigational, operational, and regulatory compliance knowledge in a maritime context, including use of electronic systems and understanding of maritime law.
Manage vessel machinery and systems
Operate, maintain, and troubleshoot engines, equipment, and vessel systems appropriate to restricted limits vessels.
What You're Signing Up For
This qualification prepares graduates to skipper small commercial vessels (<12m) within restricted limits in New Zealand under Maritime NZ rules. The programme covers inshore navigation, vessel operation and safety, sea survival, fire prevention, engine systems, electronics and communications, and compliance. It combines distance learning, practical block courses in Nelson, and requires completion of a Maritime NZ Training Record Book and 200 hours of sea service. Graduates are eligible for the Maritime NZ Skipper Restricted Limits (SRL) certificate and may progress to larger vessel operations.

What you need to know first
40 credits at NCEA Level 1 or above, including 10 Literacy credits and 10 Numeracy credits; OR New Zealand Certificate in Domestic Maritime Crewing (Level 3); OR relevant NZQF Level 3 qualification; OR equivalent
Special Admission possible for those 20+ without meeting general requirements
Discretionary Admission considered for under 20s who do not meet requirements
Must be able to pass Maritime NZ eyesight and medical tests prior to certification
Recommended to be employed or engaged in the Maritime industry
Applicants must have access to a powered, commercial vessel to complete 200 hrs sea service
